What it means

An expression of interest sits a step before the tender: the buyer is testing what the market can build and at roughly what cost, which is why the storage capacity is described but not yet sized in megawatt-hours. For a supplier that is the useful stage — responses at EoI often shape the technical specification that the eventual tender inherits, from cycle expectations to enclosure and safety requirements.

On the engineering side, floating solar plus storage on the same reservoir is a co-location case: the battery shares the plant’s evacuation infrastructure and can hold back midday generation for the evening peak. It is the same hybrid pattern behind Maharashtra’s earlier 59 MW and 170 MW floating calls, and it fits the direction of travel in the state’s storage policy and in solar-plus-storage solutions generally.
