Who issues BESS tenders in India?
Mainly SECI and NTPC/NVVN at the central level, state agencies like GUVNL (Gujarat), MSEDCL (Maharashtra), and RUVNL (Rajasthan), plus DISCOMs procuring storage capacity for peak management. Transmission-linked and FDRE tenders add further storage demand.
What is a standalone BESS tender?
A tender for battery capacity contracted on its own — the buyer pays a fixed capacity tariff (₹/MW/month) for the right to charge and dispatch the battery, typically for 12 years. It is the cleanest public signal of what storage capacity costs.
How does VGF change tender pricing?
Viability Gap Funding pays a portion of project capex upfront (up to 40% under the central scheme), so bidders need less revenue from the capacity tariff — recent VGF-supported tenders have discovered tariffs around ₹2.5 lakh/MW/month, versus ₹10+ lakh in 2022.
